AFRICMIL Raises Concern Over Alleged Attempted Abduction Of Whistleblower Yisa Usman Amid Pending Court Actions

0

The African Centre for Media & Information Literacy (AFRICMIL) has expressed deep concern over the attempt by officers of the Nigeria Police Force, Zone 7 Headquarters, Abuja, to abduct a whistleblower, Yisa Usman, from his residence on Wednesday, July 16 2025.

According to a press statement signed by Dr. Chido Onumah, Coordinator of AFRICMIL, “It’s shocking that the police exhibited this shameful behaviour despite several ongoing lawsuits related to the whistleblower’s dismissal and prosecution by the Joint Admissions and Matriculation Board (JAMB).”

The statement noted that Usman, who made disclosures concerning procurement and administrative irregularities within the government agency, has faced sustained persecution, including dismissal from service, criminal prosecution, and acts of intimidation for doing the right thing.

“Last week, a team of officers from the CID Zone 7 visited Usman’s house under the pretext of executing an invitation said to have been directed by the Inspector-General of Police. At the time of the visit, Usman was not in Abuja. He was never served with a warrant of arrest, nor was one shown to him. Attempts to obtain details of the issuing court were reportedly rebuffed by the officers involved.”

AFRICMIL said the “ugly development” occurred despite the pendency of several court cases relating to the whistleblowing by Usman. The suits, according to the statement, include a Fundamental Rights Enforcement Suit filed in 2024 against the Zone 7 Police Command, which remains before the Federal High Court, and a defamation charge filed by Zone 7 in 2024, in favour of a policewoman reportedly attached to JAMB.

And the whistleblower is also at the National Industrial Court of Nigeria (NICN), where he is challenging his dismissal from JAMB as unlawful, retaliatory, and discriminatory.

AFRICMIL reiterates that it does not seek to prejudice the outcome of any of the pending legal matters. “However,” the statement noted, “it is deeply troubling that law enforcement officers would attempt to arrest a whistleblower without following due process. The refusal to disclose the origin of the purported arrest warrant or follow legally mandated procedures raises serious questions about the conduct of the officers involved.”

AFRICMIL noted that this development is emblematic of the challenges faced by whistleblowers in the country, who continue to be exposed to reprisals despite assurances of protection by state institutions.

AFRICMIL calls on the Inspector-General of Police, the Police Service Commission, the National Human Rights Commission, and other relevant oversight agencies to investigate this incident thoroughly and ensure protection for Usman and other whistleblowers who face threats for acting in the public interest.

Constitution Review: Bayelsa Seeks 33 LGAs, State Police, Fiscal Federalism, Electoral And Judicial Reforms

Bayelsa State has called for far-reaching constitutional amendments, including the creation of 25 additional local government areas (LGAs), establishment of state police, and implementation of fiscal federalism, among other key reforms aimed at deepening Nigeria’s federal structure.

According to a press release signed by the Chief Press Secretary to the Governor of Bayelsa State, Daniel Alabrah, the state’s position was presented by the Attorney General and Commissioner for Justice, Mr. Biriyai Dambo, SAN, at the South South Centre A public hearing on the review of the 1999 Constitution, held on Saturday at the DSP Alamieyeseigha Banquet Hall in Yenagoa. The event was organised by the House of Representatives’ Committee on Constitution Review.

Dambo stated that the request for more LGAs stemmed from the growing population and vast number of communities within the current eight LGAs. He emphasized that some councils accommodate over 150 communities, overstretching existing administrative structures. He noted that the state has the financial capacity to sustain the proposed LGAs, which were created by the Bayelsa State House of Assembly in accordance with Section 8(3) of the Constitution.

Highlighting the need for fiscal federalism, Dambo advocated full control of natural resources—both onshore and offshore—by states, with a proposed revenue sharing formula where 60% would be retained by states and 40% remitted to the federal government.

He further underscored the demand for the creation of state police, describing it as essential to improving security and combating crime effectively at the grassroots level. He argued that the call for state police aligns with the principles of true federalism and reflects the nation’s readiness for such a system.

Bayelsa also called for the overhaul of the local government system to grant true autonomy, a review of the exclusive and concurrent legislative lists, reforms to enhance the credibility and independence of the Independent National Electoral Commission (INEC), and comprehensive judicial reforms to ensure faster and more equitable justice delivery.

Speaking at the event, Bayelsa State Governor, Senator Douye Diri, emphasized the importance of periodic constitutional amendments to reflect evolving realities and citizen aspirations. He said the Constitution must remain a dynamic document that promotes justice, equity, and balanced development across all regions.

Governor Diri also called for redress of “historical injustices” relating to the lopsided creation of LGAs and inequitable resource allocation, particularly affecting Bayelsa and other Niger Delta states.

Also represented at the hearing were the governors of Delta and Edo states. Delta State Governor, Rt. Hon. Sheriff Oborevwori, was represented by his deputy, Sir Monday Onyeme, while the Edo State Governor, Senator Monday Okpebholo, was represented by the state’s Attorney General, Samson Osagie. Both governors expressed support for the constitution amendment process, noting the deficiencies in the 1999 Constitution.

Chairman of the South South Centre A Committee and Majority Leader of the House of Representatives, Prof. Julius Ihonvbere, assured that all submissions will be rigorously evaluated and presented to the full Constitution Review Committee before consideration on the floor of the House. He said the engagement is vital to building a more democratic and inclusive Nigeria.

Dignitaries at the event included the wife of the Bayelsa Governor, Dr. Gloria Diri; Deputy Governor Senator Lawrence Ewhrudjakpo; members of the National Assembly from Bayelsa; Speaker of the Bayelsa State House of Assembly, Rt. Hon. Abraham Ingobere, and his Delta counterpart, Emomotimi Guwor.

Also present were traditional rulers including the Amanyanabo of Twon-Brass, King Alfred Diete-Spiff; Chairman of the Bayelsa State Traditional Rulers Council, King Bubaraye Dakolo; and other royal fathers from Bayelsa, Delta, and Edo states.

Sowore’s Planned Police Protest Politically Motivated—Integrity Youth Alliance

The Integrity Youth Alliance has raised serious concerns over the upcoming protest announced by political activist and former presidential candidate Omoyele Sowore, labelling the move as politically motivated and lacking genuine concern for the welfare of the Nigeria Police Force.

In a statement issued on Sunday by the Alliance’s National Coordinator, Kelvin Adegbenga, the group condemned what it described as an attempt to exploit sensitive national institutions for personal and political gain under the guise of advocating for police welfare.

“After a careful analysis of the intent, timing, and rhetoric surrounding the planned action, we have concluded that the protest is politically motivated and not genuinely in the interest of the Nigeria Police Force or national stability,” the statement read.

While affirming its support for lawful and structured advocacy for improved working conditions for Nigerians, including police personnel, the group criticised Sowore’s sudden shift in tone towards the police. It noted that Sowore has previously been vocally critical of the force, casting doubt on the sincerity of his newfound solidarity.

“It is curious that Mr. Sowore, who has consistently vilified the police in past campaigns, now claims to champion their cause. This sudden shift raises serious questions about his true motives, especially given the politicised language and confrontational tone of his announcement,” the group stated.

The Alliance further warned that encouraging protests by or on behalf of serving police officers undermines the established legal and disciplinary framework of the Nigeria Police Force, which strictly prohibits such actions due to the sensitive nature of national security.

“Any action that encourages or incites police officers to defy these laws is not only irresponsible but also dangerous to the fabric of law and order in the country,” the statement added.

Calling on civil society organisations, patriotic Nigerians, and the police community to reject what it termed an “ill-conceived protest,” the Alliance emphasised that addressing police welfare should be achieved through dialogue, engagement with authorities, and institutional reform, not through politically charged street demonstrations.

“The Integrity Youth Alliance remains committed to advocating for the welfare of Nigerian youths, law enforcement personnel, and the stability of our democracy. We urge political actors to separate activism from destabilisation and to act in the national interest at all times,” the statement concluded.

Peaceful Protest By Retired Police Officers: Police Sets Record Straight

….. Assures of security, preservation of dignity

The Nigeria Police has formally addressed the ongoing discourse surrounding the planned peaceful protest by some retired police officers over pension-related grievances, particularly the call for removal from the Contributory Pension Scheme (CPS).

In a statement issued on Sunday, 20th July 2025, and signed by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, on behalf of the Inspector-General of Police, the Force acknowledged the legitimacy of the concerns being raised while also cautioning against the politicisation of the matter.

While reaffirming the constitutional rights of all Nigerians—including retired officers—to peaceful assembly, the Force expressed concern that certain individuals and groups have chosen to exploit the genuine grievances of retirees for political or disruptive purposes. “It is disheartening to observe how certain actors have politicised a sensitive welfare issue, weaponising the legitimate grievances of our retired colleagues for ulterior motives,” the statement noted.

The police explained that the agitation for exit from the CPS is not new, as the matter has spanned over a decade with successive Inspectors-General of Police engaging relevant stakeholders and providing institutional backing. However, the Force clarified that the final resolution of the matter lies beyond its jurisdiction due to entrenched legal and fiscal constraints.

“Exiting the CPS lies beyond the remit of any Inspector-General,” the statement read, adding that the issue is “deeply woven into a web of statutory mandates, inter-agency protocols, and policy inertia.”

The Police further revealed that current leadership is pursuing a two-pronged strategy: supporting the broader advocacy in principle while implementing immediate interventions to address retirees’ concerns. Among these steps are plans to use internally generated revenue to support supplementary pension schemes and mobilise private sector support for targeted enhancements.

The Force assured that these initiatives are already in progress and that the Federal Government has been adequately sensitised. “Appropriate responses are being awaited,” the statement added.

Importantly, the Inspector-General of Police has directed all Commissioners of Police to ensure that the protest—scheduled for Monday, 21st July 2025, in the Federal Capital Territory and other notified State Commands—is conducted peacefully and with full security coverage. Officers have also been instructed to prevent any hijack of the protest by non-retired agitators or miscreants and to uphold the dignity of retired officers during the demonstration.

The Inspector-General described the protest as potentially “the mother of all peaceful protests” and charged officers to ensure it becomes a national model for dignified expression and responsible public order management. “We must show, by conduct and command, that the Nigeria Police Force is both professional and humane,” he stated.

While warning serving officers against being misled by disruptive elements, the IGP called on all personnel to uphold institutional values with wisdom, restraint, and respect for those who served before them.

PSC Says Planned Protest By Retired Police Officers, Diversionary And Ill Timed

…..PSC Assures Commitment To Improved Welfare For Serving And Retired Police Officers

The Police Service Commission (PSC) has expressed concern over plans by some retired police officers to embark on a nationwide protest action over pension-related grievances, describing the move as ill-advised and counterproductive.

In a statement issued on Sunday and signed by the Head of Press and Public Relations, Ikechukwu Ani, the Commission stated that the issues raised by the aggrieved retirees are already receiving the attention of relevant government agencies. It warned that staging a protest at this critical time—when there is broad consensus on the need to urgently improve the welfare of retired officers—would be “diversionary and in bad taste.”

The Chairman of the Commission, retired Deputy Inspector General of Police (DIG) Hashimu Argungu, mni, has on several occasions decried the current pension arrangements, describing them as poor and discriminatory towards certain categories of retired officers. He has consistently called for a unified and equitable police pension scheme and has remained a vocal advocate for pension reforms within the security sector.

According to the Commission, there is ongoing engagement among key government bodies to address the glaring disparities in the current pension system. It urged the concerned officers to pursue dialogue and peaceful negotiation rather than confrontation.

“The Commission wishes to state that it will at no time deviate from its determined efforts to ensure improved welfare for police officers, whether serving or retired, senior or junior,” the statement read.

It further advised the promoters of the planned protest to reconsider their stance and return to the dialogue table in the interest of national peace and stability.

“At this critical point in our democratic journey, the nation cannot afford the distraction that such a protest would bring,” the Commission added.

Sponsored Plots To Derail Presidential Amnesty Programme Will Fail – Ijaw Group

0

The Ijaw Youth Network (IYN) has strongly condemned what it described as a “coordinated campaign of calumny” against the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, vowing that all sponsored attempts to derail the programme will fail.

In a statement jointly signed by its President, Frank Ebikabo, and Secretary, Federal Ebiaridor, on Saturday, the group denounced recent allegations of mismanagement made by a group identified as “Niger Delta Concerned Youths for Change,” calling them “baseless, malicious, and unfounded.”

The IYN accused the shadowy group of being part of a wider plot aimed at distracting the PAP Administrator from the “remarkable work” he is doing to sustain peace and development in the Niger Delta. According to the IYN, the accusations are recycled tactics from desperate elements who have been cut off from siphoning funds intended for former agitators and development programmes.

“Every other week, a new ghost group springs up with similar accusations, a pattern designed to harass and discredit a man whose only offence is his diligence, transparency, and love for the Niger Delta,” the statement read. “All such wicked plots to derail the programme will fail like others before them.”

The group noted that since his appointment, Dr. Otuaro has implemented deliberate reforms that have expanded the programme’s scholarship and vocational training schemes. They praised the administrator for prioritizing youth empowerment, education, and skills acquisition in line with the Renewed Hope Agenda of President Bola Tinubu.

“The Presidential Amnesty Programme under Dr. Otuaro has become a pride of the Federal Government and a reference point in post-conflict reintegration and rehabilitation,” the statement added.

The IYN also questioned the credibility of the accusers, describing the “Niger Delta Concerned Youths for Change” as fictitious and linked to faceless individuals with questionable motives, including one ‘Comrade Lion Ogorry.’

The group further alleged that the ultimate aim of the attacks was to blackmail President Tinubu, who appointed Dr. Otuaro to reposition the Amnesty Programme. They urged the Economic and Financial Crimes Commission (EFCC) and other relevant agencies to resist being drawn into politically motivated smear campaigns.

“We say unequivocally: Leave Dr. Dennis Otuaro alone. He is doing an excellent job. The people of the Niger Delta, including ex-agitators, traditional leaders, and other stakeholders, are solidly behind him,” the statement concluded.

The IYN also cautioned against ethnic bias, stating that public officials from other regions are not subjected to such relentless blackmail, and called on stakeholders to address what they termed “an ugly and divisive trend.”

IGP Egbetokun Reiterates Commitment To Tackling Violent Crimes With Technology-Driven Policing

….As Police Rescue 4 Victims, Neutralise 3 Suspects, Recover Millions in Ransom from Enugu, Ogun Operations

The Inspector-General of Police, IGP Kayode Egbetokun, has reaffirmed the Nigeria Police Force’s unwavering commitment to combating all forms of violent crime, particularly kidnapping, through enhanced, technology-driven, and intelligence-led policing strategies.

According to a press release on Sunday, 20th July, 2025, signed by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, this assurance comes on the heels of major breakthroughs recorded in Enugu and Ogun States, where police operatives successfully rescued four kidnapped victims, neutralised three armed suspects, arrested several others, and recovered substantial ransom sums, firearms, and critical exhibits.

In Enugu State, on July 16, 2025, at about 3:00 p.m., police operatives in synergy with local security outfits swiftly responded to a distress call from the Okpuje-Ani community in Nsukka Local Government Area regarding armed kidnappers sighted in a forest. In the ensuing encounter, one suspect was neutralised while others escaped with gunshot wounds. An AK-47 rifle loaded with two live rounds was recovered from the scene.

Further intelligence-led action led to the arrest of a 23-year-old suspect, Aliyu Adamu, along the Enugu-Onitsha Expressway. Upon interrogation, he confessed to participating in several kidnappings and revealed he was invited from Awka, Anambra State, to execute criminal operations in Enugu.

In a related operation on July 15, 2025, police arrested two female suspects, Juliet Chukwu (39) and Nancy Chukwu (40), during the distribution of a ₦10 million ransom. The suspects were found to have masterminded the abduction of their own kinsman after an initial ₦50 million demand. The victim was rescued unharmed, while a Toyota Corolla vehicle and the full ransom amount were recovered.

Similarly, in Ogun State, police responded promptly to a kidnapping report involving three individuals around the Ajebo axis under the Owode Egba Division. In the early hours of July 20, 2025, operatives of the Anti-Kidnapping Unit, using cutting-edge technology, traced the suspects to a hideout along the Lagos-Ibadan Expressway. A fierce gun duel ensued, resulting in the neutralisation of two suspects and the successful rescue of all three victims without injury.

Items recovered during the Ogun operation include one AK-47 rifle, 139 rounds of ammunition, a magazine, a cutlass, a chain and padlock, ₦1,235,000 suspected to be part of the ransom, and multiple mobile phones used for ransom negotiations.

Commending the courage and professionalism of the officers involved, IGP Egbetokun noted that the operations underscore the Nigeria Police Force’s strategic focus on proactive crime-fighting, anchored on technology and actionable intelligence. He reiterated the Force’s resolve to dismantle all criminal networks threatening peace and security across Nigeria.

The IGP further urged Nigerians to remain vigilant and continue to support the police with timely information, assuring that the Force remains steadfast in its duty to protect lives and property.

Maikalangu Fumes Over Demolition Of Karsana Community By Developer

0

… Appeals to Tinubu, Wike, the Humanitarian Ministry for intervention

…To sue the developer over damages

…Laments the demolition of the chief palace, church, and buildings

… We’re displaced, the developer didn’t give a warning- Youth Secretary

The Executive Chairman of Abuja Municipal Area Council (AMAC), Hon. Christopher Zakka Maikalangu, is presently fuming over the demolition of Karsana 2 community by a supposed developer, identified as Oceanic Properties and Equilibrium Concept.

Addressing journalists and community members on Saturday morning, after an inspection of the damages done by the developer, Maikalangu said he will not take the development lying low as the developer must compensate the community members.

He appealed to President Bola Ahmed Tinubu and the Minister of the FCT, Barrister Nyesom Ezenwo Wike, for intervention in addressing the situation.

Maikalangu also appealed to the Ministry of Humanitarian Affairs and Poverty Alleviation for the immediate resettlement of the community members, saying the community members have nowhere to sleep.

He said: “As you can see, this is Karsana II in AMAC, FCT. This is an indigenous community that has been here for years, even before the creation of the FCT itself. Before developers located this place, human beings existed here. These people do not come from Cameroon, nor from Egypt. They are from Nigeria. They are indigenous here. They are citizens of Nigeria. Overnight, without any notice from any court, no any compensation, they came down here yesterday, pulled down our houses.

“As you can see, these people are homeless. My question is: where are they going to sleep today? Where does this man or developer want them to sleep today? If something happens now, they say the Gbagyi people are very stubborn. We are loving people, but we cannot tolerate this.

“There are measures and policies in terms of compensating our people. But this man, they call him owner of Oceanic Properties and Equilibrium Concept, on his own, came down here and demolished these houses. Even where people are living, while people were away. Knowing that people are already away for their businesses, he came here yesterday, with nobody at home, and he pulled down our houses.

“We, the indigenous people of FCT, will not take it. We are heading to court, and he must pay for it. If I see this man here, I will forget I am the Chairman of AMAC. Look at my people. They have nowhere to sleep, and they are Nigerians.

“Look at us, the chief is standing there, nowhere to sit, nowhere to sleep. We can’t continue like this in this country. The developer is creating insecurity with the displacement of people. I’m grateful to Mr. President. He said it that day in Gishiri.

“He said, before we came to FCT here, people were living peacefully, and we should love them and we should compensate them very well, which the minister did very well.

“He gave the allocation, and he gave them money! Now, this man, just like that, pulls down our houses because he thinks we are nobody. We are indigenous people, and we are going to defend this. We are going to court, and he has to pay for this damage.”

He added: “Nobody will build a house here. This man, who demolished this place he has a home. Whether he is from the East or North, anywhere, he has a home first. With the Gbagyi people, the name Karsana is important. If you want to relocate people who live here, first, compensate them. If you don’t want them here, give them another alternative.

“Get them somewhere, build houses for them and relocate them. But you destroyed the houses; they have nowhere to sleep, and you are comfortable. It’s unfair. We are all Nigerians. We can’t take this nonsense. That is it. We are taking them to court.

“I’m going to meet my Boss, who is the Honourable Minister of the FCT, to complain to him because, yesterday, I called the Director of Development Control, but his phone was not available. These people who came down here yesterday, we don’t know where they are from

“From the information I got, they are not from Development Control. So we want to know who they are. If they are compromising with some part of the Development Control officials to do this injustice to our people, then we are going to show them that we are indigenous to the FCT.

“I’m submitting this report to the Honourable Minister, and he has to take action immediately. After that, we are going to court ourselves because we cannot continue this way. Many of them don’t have anywhere to sleep. They don’t have anywhere to sleep, as you can see.

“There’s no alternative. As I speak to you now, I’m even speechless. You can see it yourself. Where are they going to sleep today? I don’t know. But we must find our way to reach the Ministry of Humanitarian Affairs because these are human beings. These are Nigerians. They have to come and do something immediately. You cannot be killing our people like this. People are alive, but you are killing them. So the federal government has to intervene in this case.”

Also speaking, the Youth Secretary of Karsana community, Dikko Jezhi, said the displacement came without warning as the developer came with armed police men to demolísh houses in the community when they were at work.

He said, “Yesterday, without notice, without any information, we were called. Some of us are working. We were called in to our various workplaces. That our houses have been brought down. We had to rush down here. We saw the caterpillar with some policemen, saying that they were sent from above. So we don’t have any other way to go.

“I was asking my mother yesterday, do you have any other state? My mother said no. Even her grandfather, this was where, her grandfather was born here. So we don’t know where to go. They have demolished our houses. Our properties are down. We don’t know where to go.

So we are calling on the authorities. They have been pushing the indigenous people to the wall. Now we don’t have anything to do. We want to react now. It’s because it’s our father’s land.

“If they are pushing us, we have to react. We can join bad groups, but we don’t want to do that. But now they should provide alternatives to solve this issue. Uncountable houses were destroyed, including churches and the chief palace.”
