Bayelsa Gov Decries Endless 1999 Constitution Review

Governor of Bayelsa State, Senator Douye Diri, has faulted the endless process of reviewing the 1999 Nigerian Constitution.

Speaking in Government House, Yenagoa, on Friday, when he hosted members of the House of Representatives Committe on Constitution Review, Governor Diri recalled that he was a member of the committee when he was in the National Assembly from 2015 to 2020, and expressed concern that successive administrations in the country had not implemented the committee’s recommendations.

A statement by his Chief Press Secretary, Daniel Alabrah, quoted the governor as saying that the exercise was becoming a waste of time and resources as every National Assembly session embarked on same process without the recommendations being implemented.

The Bayelsa governor expressed the hope that the current Federal Government would ensure that the ongoing review reached a logical end.

Diri restated the need for equitable distribution of the country’s resources, and emphasised the injustice to Bayelsa, an oil-producing state making huge contribution to the economy, in having only eight local government areas.

He said for Nigeria to make progress, it must practice fiscal federalism and uphold justice.

His words: “I thank you for choosing Bayelsa to host the zonal public hearing on the review of our constitution.

“I appreciate Speaker of the House of Reps for sustaining this ritual, which I hope will come to an end one day.

“But this is not good for us as a country. We cannot be holding Constitution review and nothing comes out of it. It is becoming a waste of time and resources. I want to believe that this government has what it takes to implement the decisions that will be arrived at this time.

“I was a member of this same committee and nothing happened. But I am hoping that the President we have today, who is a democrat, will implement the recommendations.”

The Bayelsa governor said the state was in a hurry to develop and that the concerted effort of everyone in government had resulted in the steady progress of the state.

He equally faulted those describing Bayelsa as a small state, noting that it is bigger in land mass than about nine other states in Nigeria.

“I do not agree with anybody who refers to Bayelsa as small. Bayelsa is big enough. It is injustice for Bayelsa to have only eight local government areas while others that are not as big have more. Let us stand for one another. This country can only develop when we operate true federalism.”

Earlier, Majority Leader and Deputy Chairman of the House of Representatives Constitution Review Committe, Prof. Julius Ihonvbere, said his Team A, covering Edo, Bayelsa and Delta states, was in the South South zone to consult with people of the three states and hear from them on the areas that needed to change in the Constitution.

According to Ihonvbere, only a transparent and participatory process would guarantee development in Nigeria.

He commended Diri’s leadership style, which he said had brought development to Bayelsa just as he is also providing leadership for the South South region of the country.

He said the Bayelsa governor left an enviable legacy at the National Assembly and as his former colleagues, they were not surprised about his performance in the state.

“Let me thank you for what you are doing in Bayelsa State. Leadership is at the centre of whether a country or state moves forward. You left your legacy in the National Assembly and we are not surprised about the development of your state.

“Your focus and ability to prioriotise the development of the people makes us proud of you. You are providing leadership for the South-South and we want to thank and encourage you to keep doing what you are doing.

“This committee represents Edo, Bayelsa and Delta. Our goal here is to deepen consultations and listen to the people in their own zone. We are open to welcome any contribution in any language.

“We believe that with a consultative and transparent approach, we will have a more robust perspective on how people see our Constitution,” Ihonvbere stated.

July 21st: Coalition Of 15 Civil Rights Groups Say Protest Politically Motivated, Warns Sowore

The Coalition of Civil Rights Groups (CCRG) has condemned the planned protest on Monday, July 21, 2025, to advocate for the welfare of retired members of the Nigerian Police Force.

Speaking at a press conference in Lagos, the Secretary of the Coalition, Abe Emmanuel Kolawole, said the protest is not in good faith nor in the interest of the Nigerian people.

Kolawole warned the convener of the protest, Omoyele Sowore, to stop exploiting legitimate national concerns as a cover for a deeper, politically motivated campaign aimed at destabilising the country and discrediting the administration of President Bola Tinubu.

He said, “At the forefront of this charade is Mr. Omoyele Sowore, a serial presidential aspirant, publisher of Sahara Reporters, and a defeated candidate in the last presidential election.

“Sowore, who has once again declared interest in the 2027 elections, is not acting in good faith nor the interest of the Nigerian people.

“Rather, he is exploiting legitimate national concerns as a cover for a deeper, politically motivated campaign aimed at destabilising the country and discrediting the administration of President Bola Ahmed Tinubu.

“Let it be stated: the so-called protest planned for Monday is not a civil society action; it is a carefully disguised political sabotage attempt, driven by ambition, desperation, and a brazen disregard for national security.

“We, the Coalition of Civil Rights Groups, hereby condemn in the strongest possible terms this planned protest and all actors behind it. We find it utterly irresponsible and provocative that Sowore and his cohorts have resorted to mobilising retired officers and men of the Nigeria Police Force through misinformation and deceit.

“They are painting a false narrative, suggesting that this protest is solely about improving police welfare. In reality, it is a calculated political assault targeted at the leadership of the Nigeria Police Force and the presidency.

“We must state for the record that matters of salaries, pensions, and welfare of police officers, both serving and retired, are constitutionally the responsibility of relevant federal institutions, including the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), the National Salaries, Incomes and Wages Commission (NSIWC), and the Ministry of Finance.

“The Inspector-General of Police (IGP) is not the approving authority for pensions or salary structure, and it is misleading to hold him accountable for issues outside his constitutional purview.

“It is therefore dishonest, wicked, and an act of dangerous propaganda for Sowore and his collaborators to incite unrest in the country using retired officers who deserve peace and dignity, not political manipulation.

“We urge retired officers and men of the Nigeria Police Force to be vigilant and not allow themselves to be used as pawns in the selfish quest of a few failed politicians.

“Nigeria belongs to all of us, and while we will continue to advocate, peacefully and constructively, for improved welfare and justice for all law enforcement and military personnel, we will not fold our arms while a few desperate individuals plot to undermine our democracy and national unity under the banner of protest.

“The Coalition wishes to remind Mr. Sowore and his backers that Nigeria is governed by laws, and no one has the monopoly of street action or public sentiment. If any group attempts to destabilise the peace of our country under any guise, the people of Nigeria will resist it with equal resolve.

“We call on all civil society organisations, retired security personnel, and peace-loving Nigerians to dissociate themselves from this deceitful protest.

“True civil society is not an extension of any politician’s ambition. True activism is rooted in integrity, accountability, and patriotic commitment to justice, not in blackmail, manipulation, or mob incitement.

“Finally, we reaffirm our commitment to peaceful advocacy for better policing, better governance, and the protection of human rights.

“But we will also remain vigilant and ready to confront anyone, regardless of status or political leaning, who attempts to throw Nigeria into chaos for personal gain.”

Gombe State Governor, Muhammadu Inuwa Yahaya, CON, has congratulated Comrade Prince Emeka Kalu on his emergence as the new National President of the Radio, Television, Theatre and Arts Workers Union of Nigeria (RATTAWU), following the successful conclusion of the union’s 7th Quadrennial National Delegates Conference in Gombe, tagged ‘ Gombe 2025′.

Labour Party NEC Ratifies Interim Leadership, Sets Stage For Congresses And National Convention

The National Executive Council (NEC) of the Labour Party held a crucial meeting on Friday, 18th July 2025, at the Transcorp Hilton Hotel, Abuja. Convened in accordance with the Labour Party Constitution and in line with the Supreme Court judgement of April 4, 2025, which affirmed the end of Barr. Julius Abure’s tenure, the meeting marked a new phase in the party’s internal restructuring.

The gathering was attended by statutory NEC members, the Board of Trustees (BoT), leaders of the Nigeria Labour Congress (NLC), and the Trade Union Congress (TUC), among other key stakeholders. At the conclusion of extensive deliberations, the following resolutions were adopted and issued as the official communiqué:

1. Ratification of Interim National Leadership
The NEC ratified and inaugurated an Interim National Working Committee (INWC) with Senator Nenadi E. Usman as Interim National Chairman and Senator Darlington Nwokocha as Interim National Secretary. The move formally sets aside previous claims to the national leadership.

2. Approval of Congress and Convention Timetable

Insecurity And Armed Herders’ Attacks Escalate In South-East, Oganihū Raises Alarm

A non-partisan Igbo interest group, Oganihū, has raised serious concerns over the alarming insecurity and the violent activities of armed herders in the South East, calling for urgent action from both federal and state authorities to stem the tide of violence that has ravaged communities across the region.

In a strongly worded statement signed by prominent academics, legal professionals, and civic leaders, Oganihū decried what it described as a systematic and unchallenged campaign of destruction, displacement, and death allegedly perpetrated by armed herders, with the tacit complicity of government inaction.

The group stated that “a notoriously deadly strand of this violence in Igboland is the grand plan by armed herders and their sponsors to ostensibly supplant the indigenous landowners by killings and destruction of farm crops.” It noted that in virtually all five states of the South East, herders roam streets, roads, and farmlands with impunity, trampling on crops and provoking fear among rural dwellers.

Oganihū lamented that there has been no official acknowledgement, explanation, or investigation from either the federal government or the state governments in the region regarding these attacks. “No explanation. No accountability. No investigation,” the group said.

Of particular concern, according to the statement, is the continued silence of the government in condemning the killings of unarmed civilians and the lack of a coherent or effective response by security agencies. “Nigeria’s security agencies appear overwhelmed or indifferent,” the statement read, questioning the failure of national intelligence to detect or prevent such brazen acts of violence.

The group issued a passionate appeal and call to action in the face of what it termed “horrific cascading violence” that threatens the fabric of Igbo communities and livelihoods.

Among their demands:

Immediate Action by Governments: Oganihū called on the Federal Government and all levels of government in Igboland to uphold their constitutional responsibility of protecting lives and property without delay.

Disarmament and Regulation of Herders: The group insisted that armed herders disarm and rear their animals only on land they have legally acquired, warning that communities can no longer tolerate killings, harassment, and farmland destruction by “armed strangers.”

Community Vigilance and Lawful Resistance: The statement urged communities to work with local vigilance groups and government authorities to lawfully disarm armed herders and resist any illegal occupation or destruction of their lands.

Unified Action by South East Governors: Oganihū challenged the governors of the South East to go beyond rhetoric and unite to implement bold security, legal, and administrative measures to safeguard the region.

The statement concluded with a firm declaration that the Igbo people “will no longer tolerate” the unchecked violence and encroachment on their lands.

The document was signed by 16 notable individuals, including legal experts, university professors, civil society leaders, and human rights advocates such as Obinali S. Duru, Esq; Karl Chinedu Uchegbu; Dr. Chido Onumah; Edmund Onyiriogwu; Prof. Chijioke Uwasomba; and Dr. Sam Amadi, among others.

Oganihū reiterated its commitment to the protection of all humanity and the development of Ala Igbo, declaring that the time for decisive action is now.

GEFAS Unveils New Office to Deepen Digital Engagement And Support Soludo’s Re-election Drive

The Geeks and Founders Alliance for Soludo (GEFAS) on Thursday 17th July, 2025 unveiled its new office space in a significant event that further strengthens the group’s mission to drive Governor Soludo’s “everything technology, technology everywhere” vision across Anambra State.

The unveiling was performed by the Secretary to the State Government, Prof. Solo Chukwulobelu, who could not contain his excitement and amazement at the level of sophistication of the facility and the vibrancy of the young professionals and tech enthusiasts behind the initiative.

Prof. Chukwulobelu commended the GEFAS team for building such a dynamic platform, uniting diverse sectors under a common goal to support Anambra’s digital transformation and Governor Soludo’s re-election bid at the November 8 Governorship Poll, without requesting a dime from the government.

He noted that their efforts reflect growing youth support for his administration.

“Our goal is to secure victory in the upcoming election and continue delivering good governance to the people of Anambra. Anambra is APGA, and APGA is Anambra

He lauded the initiative, stating that it exemplifies the power of digital tools in modern political campaigning and governance, and expressed optimism that a second term for Governor Soludo would unlock even more innovative solutions for Ndi Anambra.

In her remarks, Ms. Odili Jombo, a coordinator with GEFAS, shared the impressive results of the Alliance’s outreach so far.

She revealed that the GEFAS Call Centre, with its team of 21 dedicated agents, has already reached over 20,000 Ndi Anambra, gathering valuable insights on citizens’ sentiments about Mr. Governor’s performance and their disposition towards the upcoming elections, an experience she described, has recorded more positives than negatives.

She further announced that GEFAS will soon unveil a mobile WiFi bus, among other top-tier initiatives designed to change the campaign landscape and further position Anambra as a leading tech state.

The event was well attended by top government officials, members of the media, tech stakeholders, and other well-meaning Ndi Anambra, many of whom expressed amazement at what GEFAS has created and pledged unwavering support for them and Governor Soludo’s continuity at the November polls.

Governor Okpebholo’s Dangerous Rhetoric: A Threat to National Unity – Obidient Movement Raises Alarm

The Obidient Movement has condemned what it describes as “dangerous and divisive rhetoric” by the Governor of Edo State, His Excellency Monday Okpebholo, following the circulation of a video in which the governor allegedly warned Mr. Peter Obi never to set foot in Edo State without prior notification.

In a strongly worded statement signed by its Director of Strategic Communications, Nana Kazaure, the movement described the governor’s remarks as a clear affront to the constitutional rights of all Nigerian citizens.

“For the avoidance of doubt,” the statement reads, “Section 41 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) guarantees the right of every Nigerian citizen to move freely and reside in any part of the country.”

The Obidient Movement emphasised that it is both “disturbing and constitutionally indefensible” for any state governor to issue threats or place unlawful restrictions on the movement of a citizen, particularly one like Mr. Obi, whose visits to various states have been humanitarian and non-political in nature.

The group also expressed concern over what it sees as a troubling pattern of hostility, recalling a similar threat previously made by the Governor of Benue State against the former Anambra governor.

“In both instances,” the group noted, “Mr. Obi was offering goodwill and humanitarian assistance to communities left underserved by their state administrations.”

The statement further warned that these threats should not be taken lightly, stating, “Should anything untoward happen to His Excellency Peter Obi, Nigerians should know where to look. Governors are the chief security officers of their states, and their utterances have serious implications.”

The Obidient Movement called on Nigerians, civil society groups, and the international community to take note of what it called “the rising tide of political intolerance and reckless speech” that could endanger national unity and public safety.

“Nobody, no matter how highly placed, has the right to threaten or intimidate fellow Nigerians. Nigeria belongs to us all,” the statement concluded.

EDITORIAL: A New Welfare Agenda For The Nigeria Police Force: Progress Under IGP Egbetokun

When IGP Kayode Egbetokun assumed the helm of Nigeria’s Police Force on 19 June 2023, he inherited what he described as a “battered” institution, lacking morale, wedged with bureaucracy, and plagued by poor welfare structures.

Since then, he has launched what may be the most comprehensive police welfare overhaul in recent memory. But while laudable in vision and bold in implementation, it also faces structural and funding challenges that require sustained political will.

1. Financial and Insurance Reforms

Egbetokun dramatically expanded benefits disbursement: in January 2024, ₦2.86 billion was paid to 785 beneficiaries under the IGP Family Welfare Scheme; in September 2024, a larger ₦5.75 billion was distributed to over 2,100 families—the largest single disbursement recorded

He streamlined the Nigeria Police Welfare Insurance Scheme (NPWIS), allowing bereaved families to file claims remotely and receive faster payouts.

This shift represents a vital reorientation, from bureaucratic despair to responsive support, and sends a powerful message that the Force values its human capital.

2. Health Initiatives & Mental Wellness

Health care, once inaccessible to most police families, has seen tangible change. Mobile clinics were donated via international partnerships, reaching remote regions and offering critical services to officers and local residents alike

At Police Hospital Eleyele, Ibadan, a newly commissioned building with physiotherapy facilities further bolstered capacity to serve both officers and civilians

Even more notable is the growing focus on mental health: at the 2025 CARSPO retreat, Egbetokun touted plans for a national mental health survey and a formal policy, acknowledging the psychological toll of policing in Nigeria and the need for structured support

3. Housing and Infrastructure

Recognising that safe accommodation underpins officer morale, Egbetokun launched a police housing scheme and convened the first-ever Police Housing Summit. Since mid‑2024, this initiative has funded the rehabilitation of dilapidated barracks and the construction of new accommodations around the country

At the command level, newly built Divisional headquarters also include upgrades, often in partnership with communities

4. Recognition, Training & Career Development

The introduction of the Nigeria Police Awards and Commendations in early 2025 has injected a culture of recognition and professionalism. Categories range from “Crime Buster of the Year” to “Investigator of the Year,” with transparent nomination processes set by independent oversight partners

Training, too, is getting overhauled. Egbetokun has advocated for specialised spaces and curriculum reform, especially in cybercrime, intelligence, counter-terrorism, and forensic investigation, often facilitated via international collaboration.

5. Strategic Challenges & Broader Implications

Egbetokun has persistently called on the National Assembly to remove the Budget “envelope system,” allowing the NPF greater fiscal flexibility and the creation of a standing special operations fund

Without durable budget reforms, welfare programs remain vulnerable to fiscal drift.
