Edo & Ondo Governorship Elections; INEC To Do Online Accreditation For Media Organisations

In compliance with the safety protocols of conducting electoral activities, accreditation of media organisations for the Edo and Ondo Governorship elections slated for 19th September and 10th October 2020 will be done online, according to the Independent National Electoral Commission’s (INEC) Chairman, Prof. Mahmood Yakubu.

Speaking at the virtual consultative meeting with the media held on 3rd June, Prof Yakubu said the Commission was mindful of the threat posed by the global pandemic, which has necessitated a rethink of many activities taken for granted in the past.

He said the Commission had always accredited media organisations to cover elections and granted unimpeded access to voting locations and collation centres. While he assured the participants that the forthcoming governorship elections as well as many other bye-elections to be held across the country will not be different, he stated that with the new health reality, accreditation of media organisations for the elections will be done online through a dedicated portal.

His words: “this is a very unusual time with serious implications for our electoral process. Let me reassure you that the Commission will continue to adopt and implement appropriate measures to mitigate the impact of the COVID-19 pandemic on our electoral activities. We therefore solicit your cooperation and support in disseminating required information that will help to protect the health of voters and all those involved in electoral activities”.

On the Commission’s Policy for conducting elections in the context of the COVID-19 pandemic, the INEC Chairman said: “drawing from the guidelines issued by the Presidential Task Force (PTF) and based on the advisory from the Nigeria Centre for Disease Control (NCDC), the Commission has released a policy document on how electoral activities can proceed in the context of the COVID-19 pandemic.

The 10-item policy as well as the Voters’ Code of Conduct for the elections drawn from it were discussed at the meeting. In addition, there was a presentation on the modalities for voter education and publicity for the Edo and Ondo State Governorship elections.

Professor Yakubu used the occasion to urge members of the fourth estate of the realm whom he described as critical stakeholders in the electoral process to continue to suggest ways of improving the process.

He said, “as usual, the Commission welcomes your comments and suggestions. As critical stakeholders, you have been involved in reporting and analysing our democracy and electoral process. As citizens, the Commission believes that your opinions and suggestions will be of immense benefit to our electoral activities. The Commission therefore values your contributions to policy formulation and implementation”.

In response, the National President of the Nigerian Union of Journalists (NUJ), Comrade Chris Isiguzo commended INEC for deeming it necessary to organize the engagement with the media in the new COVID-19 era. He gave the assurance of the media’s preparedness to give the Commission the necessary support in conducting free, fair, credible and safe elections, even as he called for the necessary support from the Commission to enable journalists carry out their responsibilities.

The Peoples Democratic Party (PDP) in Delta State has once again blasted the APC Delta State on its unrelenting lies in furtherance of its sworn decision not to see anything good in the soaring PDP administration in the State.

In a press release signed by the Delta State Publicity Secretary of PDP, Dr. Ifeanyi M. Osuoza, he said that while APC is sweating unsuccessfully to paint the government in a bad light, the people of the State have come to terms with the opposition party’s falsehood spun in telltale garbs.

The statement read, “This time, the APC reached to its bagful of deceitful inventions aimed to hoodwink members of the public into believing its spin in a press release titled: “Rural Youths Skill Acquisition (RYSA) Programme, a Poisoned Chalice.- Delta APC,’ and signed by its publicist, Mr. Sylvester Imonina. In the statement, the opposition party, as usual, insinuated that the heavily publicized skill acquisition programme put together for the benefit of all interested youth in the rural areas of the State, was meant for only PDP members, “but clothed with the garment of non-partisanship in order to deceive unsuspecting members of the public that the government of Delta State cares for all Deltans”. Haba APC.!

“APC’s slant is to make people believe that Information at its disposal is that “if one is not identified by a PDP top-notch in any of the Local Government Areas in the State, he or she is informed that the forms have been exhausted;” and that the form is given to only PDP members.

“Of a truth, this is a concoction from the pit of hell; an absolute yarn spun by a cruel propagandist to advance a hate cause.

“The truth of the matter is that:

(1). The Rural Youth Skill Acquisition(RYSA) Programme is designed for rural youths across the 270 Wards who have acquired some training on the designated skillset of the RYSA Programme.

(2). The Ministry of Youth Development in March, 2020 embarked on Local Government Council Tours to enlighten Community Youth Associations on the Ministry’s Programme especially on the need for them to encourage youths in their community to embrace Government programmes.

(3). In keeping with its mandate, the Ministry of Youth Development has continuously engaged Community Youth Association Presidents, Youth Councils and the various youth organizations to enlighten them on Government policies and programmes as it relates to youth development.

(4). It is important to note that for the disbursement of forms and the registration process, the Ministry is using the National Youth Service Corps (NYSC) platform in the State to ensure neutrality.

(5). For accessibility and ease of registration, the Ministry created Desk Offices at the Local Government Council Headquarters.

“From the foregoing, it can be seen that the Ministry of Youth Development went on a tour of the local governments to sensitise the people, especially youths, about the Rural Youth Skill Development Programme and on the need to embrace it.

“In the process, the Ministry continuously engaged Community Youth Association Presidents, Youth Councils, and the various youth organizations to enlighten them on government policies and programmes as it relates to youth development.

“In our various communities, the question to ask APC is: do the youth associations in the communities have political segmentation? Everyone knows that community youth associations in the various localities embrace all youths without discrimination, and it is, therefore, a surprise that APC singled out Udu Local Government as the only place of the alleged discrimination.

“We see this as an unfounded allegation that exists only in the infantile imagination of the APC, especially given the fact that the disbursement of forms and the registration process was carried out using the National Youth Service Corps (NYSC) platform in the State to ensure neutrality. Is APC saying that NYSC, a Federal Government institution cannot be trusted to be neutral?

“The point to make is that Delta APC, rather than see value in the programme with a potential to make entrepreneurs out of the youths, and encourage its supporters to embrace it for their individual benefits, the party and its propagandists only saw it as an opportunity to play dirty politics just to score a wicked and debased political point.

“We call on the youths across the 270 wards not to fall for the antics of the unscrupulous APC leadership that has no plans for them; they should see this as a trick and the real poisoned chalice to deceive and use them as a pawn to play demeaning politics and settle cheap political scores.

“We urge the youths to ignore the antics of the APC and embrace the programme that has been ingeniously designed to take them out of the labour market and transform their lives for the better by making them prosperous entrepreneurs for a stronger Delta, the statement concluded.

Reps To Engage State Legislatures On Domestication Of Child Rights Act

The House of Representatives would engage the 36 states Houses of Assemblies on the need for the domestication of the Violence Against Persons (Prohibition) Act and the Child Rights Act, Speaker Femi Gbajabiamila has said.

According to the Speaker, the engagement would be technologically conducted due to the urgency and critical nature of the issue, considering the ongoing COVID-19 pandemic and the escalation of sexual and gender-based violence against women and girls in the country.

The Speaker disclosed this while hosting some sexual and gender-based Civil Society Organizations (CSOs) in his office on Friday, where he added that the House would consider working on sexual violence-related laws to make them conform with the current realities.

Some of the CSOs at the meeting include Women Advocacy Research and Documentation Centre (WARDC), Education as a Vaccine (EVA), Dorothy Njemanze Foundation, Rule of Law and Anti-corruption Programme, Action Aid, Malala Fund, Heir Women Development and Disability Rights Advocacy Centre, among others.

The Speaker also disclosed that the House would work towards ensuring that the services of CSOs working on sexual and gender-based violence are classified as essential services.

He said: “My question has always been, first of all, why do we have this very significant uptick in cases of rape right now as opposed to in the past?

“is it because of cultural shift and people are now emboldened to report these cases? Or is it just actually an uptick, with more cases of rape?

“I’m not sure which one it is, but whichever one it is, it’s been brought to the forefront, and it is incumbent upon us as legislators, in fact, upon every Nigerians to confront it and eliminate it as much as we can.

“I believe the House has been very responsive on this matter. Fortunately, it falls in line with our 9th Assembly Agenda, the issue of women and the sanctity of their dignity and the constitutional rights of the dignity of their person.

“Fortunately, we had a motion on the issue on the floor of the House yesterday (Thursday), robustly debated with enough time. Because it (this issue) is beyond the dignity to person; it is a fundamental human right that has been abused.

“We reached far-reaching resolutions on the issue, and we even resolved to wear black on our next sitting to show solidarity and the seriousness with which we have taken the issue.

“On Violence Against Persons Prohibition and Child Rights Acts and the domestication of both, I’m aware that about 27 states are yet to domesticate them. But we, as a Federal House, will take that initiative to the states.

“I intend to write and communicate to all the Speakers of all 36 States for them to be proactive about this piece of legislation. Hopefully, we will set that up sometime next week to have a meeting, obviously by zoom conference with all the Speakers on a single item agenda which will be the issue of Violence Against Persons Prohibition Act and the Child Rights Act and the domestication of same.

“I’m sure, by the time we are through, I think all 36 States would, unless there is a reason which I cannot even think of, why any State would oppose such.

“I assure you, every single member of this House is on the same page with you on this matter”.

The Speaker expressed concern of domestic and sexual violence-related laws, saying, “I think the bar has been set very low in Nigeria in terms of definition.

“Perhaps, as a House, we need to look at the legislation to tighten the noose, tighten the definition and even rape because, universally, rape is considered by criminal definition, sexual intercourse and penetration without consent.

“Now, it is the most difficult crime to prove because of how to establish consent. Sometimes it’s obvious there was no consent, but sometimes, it’s a slippery slope and it’s a grey area as to what exactly is a consent.

“Sometimes we have situations where women gave the consent and thereafter withdraw the consent, but I believe the mantra has to be sustained that no is no and it doesn’t matter at what stage.

“So, maybe in our legislation, the definition of rape needs to be loosened up but to the extent that a man will know that no is no. 

“Part one of the resolution we reached yesterday (Thursday) was that every police station establishes a unit for sexual offences, separate from everything else.

“These are the kinds of things we are looking at to give teeth and to give bite to the offence of rape. So, we will need your input since women are most affected.”

Earlier, representatives of the sexual and gender-based CSOs had complained about the refusal of many states to either pass or domesticate the Violence Against Persons Prohibition and Child Rights Acts.

Due to the escalation of rape in the country in recent times, the CSOs demanded a state of emergency on domestic violence against women, while seeking for a deliberate criminalization of such offences since many victims of such violence do not come forward or get properly documented either at the hospital or police station.

They also pleaded for intervention over reported cases of aiding and abetting by police officers, which oftentimes lead to mishandling of cases of sexual violence.

Also, the CSOs requested the intervention of the House on funding for establishments of CSOs that handle issues of sexual and gender violence to enable victims to have justice at all times.

When the CSO’s complained that their services were not classified as essential by the Presidential Task Force (PTF) on COVID-19, which made it difficult and almost impossible to respond to pleas by victims of rape and other gender-based complaints, the Speaker assured that the House Ad-hoc Committee on COVID-19 would liaise with the PTF on classifying it as essential.

SDGs Office Debunks Alleged Insertion Of N33bn Allocation In Budget

The Office of Senior Special Assistant to the President on Sustainable Development Goals said its attention has been drawn to the story making the round in the media insinuating that the allocation to the Office of the Senior Special Assistant to the President on Sustainable Development Goals in the 2020 budget as presented by Mr. President was jerked up by additional N33 billion in the Appropriation Bill finally passed by the National Assembly.

Governor Abubakar Sani Bello Warns Against Fertilizer Price Hike

Governor Abubakar Sani Bello has warned against the sale of fertlizer above government approved price.

Governor Sani Bello gave the warning when he visited Savannah Fertilizer Services, Kontagora, .

He called for proper coordination towards the sale of fertilizer so that it gets to the real farmers.

According to him, anyone found selling the product above government approved price should be reported to the appropriate authority so that action would be taken.

He decried the situation whereby the fertilizer ends up in the hands of non-farmers which is the main reason for the price hike.

The General Manager, Savannah Fertilizer Services Limited, Danjuma Alhassan while taking the governor round the facility said that they produce about 1000 bags daily.

Alhassan said that they are in touch with real farmers, assuring the governor that the product will get to the real farmers.

The newly established fertilizer factory is being supported by the government through the provision of raw materials, while the product is being supplied in three States, Niger, Kaduna and Katsina.

NNPC Explains Measures To Cut Crude Oil Production Cost

The Nigerian National Petroleum Corporation (NNPC) is taking measures to bring down cost of crude oil production to $10 per barrel or below, the Corporation’s Chief Operating Officer (COO), Ventures and Business Development, Mr. Roland Ewubare, has said.

A press release by the Group General Manager, Group Public Affairs Division of the corporation, Dr. Kennie Obateru, stated that Mr. Ewubare made the declaration today on a Channels TV breakfast programme, Business Morning.

The COO explained that terrain peculiarity was an important factor in determining cost, arguing that issues such as pipeline vandalism and crude oil theft, among others, were some of the factors peculiar to the Nigeria terrain that drive up crude oil production cost in the country.

He, however, stated that NNPC was looking very closely at such variable as logistics, security and transportation with a view to reducing cost of production to $10 and below per barrel.

He disclosed that much had been done over the years in the area of reducing contracting cycle which used to be a major factor responsible for high cost of production, stressing that the National Petroleum Investment Management Services (NAPIMS) achieved a six-month contracting cycle under him as Group General Manager.

Amidst speculations of non-compliance by some countries with the production cuts agreed upon by the Organisation of the Petroleum Exporting Countries (OPEC) and its non-member allies, Mr. Ewubare affirmed that Nigeria was in full compliance with the agreed output cuts, saying reports including Nigeria on the list of non-compliant countries were not true.

Mr. Ewubare explained that though Nigeria’s total production capacity was 2.3million barrels per day (mbpd), it was currently producing only about 1.4mbpd in compliance with the OPEC+ production quota, stressing that what makes up the little extra over the 1.4mbpd figure being bandied around for Nigeria was condensate which is usually not computed as part of production in OPEC quota.

“There’s some confusion in the market around the parameters for the production cuts. Nigeria has a full production capacity of about 2.3mbpd. We are currently producing between 1.6 and 1.7mbpd. Our OPEC quota as a result of the cuts is about 1.4mbpd. You and I know that condensate is not included in the computation of the cut numbers. So what we have is 1.4mbpd of crude oil. The little you see above 1.4mbpd is made up of condensate which does not count as part of the basis for assessing our OPEC quota”, Ewubare clarified.

NNPC Group Managing Director, Mallam Mele Kyari, in a recent interview advanced a similar position where he stressed that NNPC was working assiduously to bring down the cost of crude oil production to not more than $10 per barrel by 2021.

NNPC Raises Alarm Over Off-Spec Diesel in Market

The Nigerian National Petroleum Corporation (NNPC) has raised an alarm over prevalent low grade and contaminated AGO, otherwise called, diesel offered at discounted prices in parts of the Country.

The warning was contained in a report by NNPC Retail Limited Managing Director, Sir Billy Okoye, admonishing motorists to be wary of the off-spec products, a release by NNPC Group General Manager, Group Public Affairs Division, Dr. Kennie Obateru, has said.

Sir Okoye stated that the warning became necessary because the low grade, contaminated diesel is harmful to machines and environment, explaining that NNPC Retail Limited as a market leader considered it incumbent upon it to alert the public on the subject.

He assured consumers that NNPC Retail Limited deals only in premium, high-quality products in the interest of Nigerian motorists and users, urging consumers to patronize the company’s stations where the quality of their products is assured.

As a deregulated product, diesel is also imported by other major and independent marketers in the Country.

As part of measures to cope with the boom and bust cycle in the global crude oil market and to sustain revenue generation for the Country, the Nigerian National Petroleum Corporation (NNPC) is firming up a bouquet of business portfolios in the power, medical, housing and other sectors that would strengthen the profitability of the National Oil Company.

A press release Thursday in Abuja by the NNPC Group General Manager, Group Public Affairs Division, Dr. Kennie Obateru, quoted the corporation’s Chief Operating Officer, Ventures and Business Development, Mr. Roland Ewubare, as saying that the Ajaokuta-Kaduna-Kano (AKK) pipeline network would enable the NNPC to deepen its footprint in the power sector through the establishment of an Independent Power Plant.

The NNPC Chief Business developer made this submission at an appearance on Arise Tv Global business report programme.

Ewubare stated that NNPC would use its network of excellent medical centres across the country to provide innovative healthcare for Nigerians.

“NNPC is creating an energy company that would have portfolios in renewable energy; we have initiatives on solar that is ongoing. We have got biofuels agreements with some state governments that would soon be activated. We do have a lot of non-core businesses that are aggregated under the Ventures and Business Development Autonomous Business Unit of the NNPC that would be expanded through effective collaboration and partnership with the private sectors,” Ewubare informed.

He disclosed that the NNPC had a lot of hectares of land across the country and would soon be partnering with private developers to reduce the housing deficit in the country for the benefit of Nigerians who are the core shareholders of the corporation.

Ewubare explained that NNPC’s aspiration was to achieve a $10 per barrel cost by the fourth quarter of 2021, adding that a lot of logistics costs would be recalibrated to drive down the cost of crude oil production in the country.

“When you have a low commodity price regime, as the case now, the only way we are able to squeeze out some reasonable cash and financial gain to the nation is by curtailing and constraining our costs in line with the GMD’s aspiration to push for a $10 per barrel cost of production. Against this backdrop, the conversation around cost becomes an imperative and urgent one”, Ebuware stated.

The NNPC Chief Business Developer said the corporation was working closely with its partners to commercialize flared gas by converting it to Compressed Natural Gas (CNG) and Liquefied Natural Gas, adding that the gesture would preserve the flora and fauna of the country.

NNPC Expresses Commitment to Biodiversity

As Corporation Marks World Environment Day

The Nigerian National Petroleum Corporation (NNPC) has expressed its determination to adhere to sustainable environment practices in all its operations to safeguard biodiversity in the country.

Group Managing Director of the NNPC, Mallam Mele Kyari, made this known Friday in Abuja in his keynote address as part of activities to commemorate the 2020 World Environment Day celebration with the theme ‘Biodiversity’.

Mallam Kyari said that the corporation would continue to be guided by sound environmental policies and standards so that the NNPC does not harm the environment and the communities of creatures within its sphere of operations.

“NNPC’s firm position on sustainable environmental practice is today reignited by the theme of the 2020 World Environment Day, which seeks to raise further awareness on conservation of Biodiversity. Biodiversity has remained the single most important factor that enables all living creatures to depend on the mutual services of one another in order to ensure survival, a balanced ecosystem and the sustainability of our planet,” Mallam Kyari stated.

He explained that the emergence of pandemics such as Novel Coronavirus, otherwise known as COVID-19, a virus that was said to be common to Asian bats, has provided greater insights on how biodiversity equilibrium can shift, making it easier for diseases to pass from animals to people.

Mallam Kyari decried that over the years, the world has been impacted by deforestation, expansion of agriculture, mining activities and massive infrastructural development, stressing that these activities have directly or indirectly impacted the balance of biodiversity, making wild species and alien organisms struggle to find new homes.

President Muhammadu Buhari approved the reappointment of Professor Umar Garba Danbatta as the Executive Vice Chairman, Nigerian Communications Commission as an effort to consolidate the gains made in the telecommunications sector in line with the National Digital Economy Policy and Strategy.

In a press release signed on Friday, 5th June 2020 by the Spokesperson to the Honourable Minister of Communications and Digital Economy, Uwa Suleiman (Mrs), she said that Professor Danbatta’s reappointment was based on the recommendation of the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim (Pantami), FNCS, FBCS, FIIM, in line with the Nigerian Communications Act, 2003.

While wishing Professor Danbatta the best, the Honourable Minister directs him to significantly improve on the overall performance of the Commission as well as ensure that adequate mechanisms are put in place to facilitate the implementation of all policies of Federal Government through the Ministry. Furthermore, the Honourable Minister enjoined him to ensure that the interest of telecommunication consumers, Nigerians and investors are adequately protected.
