Nasarawa Govt Hails FG For Approving Over N8bn For Farin Ruwa Project

0

Nasarawa State Government has commended President Muhammadu Buhari and the Federal Ministry of Water Resources, for approving over N8bn for the construction of the Farin Ruwa Dam, as well as the Sisin Baki/Farin Ruwa road.

Nasarawa State Governor, Engineer Abdullahi Sule, made the commendation in an opening remark during an expanded stakeholders meeting to review measures put in place to contain further spread of the COVID-19 pandemic, at the Government House, on Thursday.

While expressing deep appreciation to the President on behalf of the government and people of the state, Engineer Sule thanked the Federal Government for coming to the assistance of the state at a time Nasarawa needed assistance.

The Governor restated that, in line with the commitment of his administration to complete all ongoing projects started by previous administrations in the state, the Federal Ministry of Water Resources, was among the first ministries the state government approached with a view to ensuring that the Farin Ruwa dam project sees the light of day.

“From my follow up, the money is there, it’s not that they are going to seek for the money from somewhere. It’s just to ensure that they mobilize to site to continue with the project,” Engineer Sule disclosed.

He stated that even though the state government has commenced the construction of the Sisin Baki/Farin Ruwa road, the Federal Government has now taken over the project with the approval by the Federal Executive Council (FEC) on Wednesday.

The Governor added that the project, initiated by the past administration of Senator Abdullahi Adamu, is capable of generating 20 megawatts of electricity, which he said will be more than enough for Akwanga and possibly Keffi.

Commenting on the status of the state regarding the COVID-19 pandemic, Engineer Sule expressed concern over the escalation of the virus in the state.

According to the Governor, out of the 705 samples taken from across the state, 658 have been received, with the state so far, recording 90 positive cases, with four deaths.

Engineer Sule used the opportunity to show appreciation to traditional rulers, security agents and the media, for their continued support while government put measures in place to contain and control the spread of the pandemic.

He particularly thanked the people of the state for their understanding and cooperation throughout the trying moment occasioned by the outbreak of the COVID-19.

“That is why it’s important that we sit today. In the whole country, the situation is being reviewed and some of the restrictions are being relaxed.

“Because some of these restrictions are actually having devastating effects on the economy, so the Federal Government and other states have no option than, in spite of the increase of the number of the cases, relax some of these restrictions,” the Governor stated.

Engineer Sule equally used the opportunity of the meeting to show appreciation over the release of the state Chairman of the Christian Association of Nigeria (CAN), Bishop Joseph Masin, who was kidnapped recently.

While thanking members of his family and the Christendom for their patience, understanding and efforts, during the difficult moment, the Governor commended the security agents for effecting the release of Bishop Masin.

The President of the Ekeremor Community Mr. Komboye Owoubiri who moved the motion on behalf of the 43 youth presidents for the unanimous decision to endorse Governor Dickson to represent the good people of Bayelsa West in the Senate stated that, the decision was taken after a critical meeting at the Ekeremor Civic Center.

The President of Ekelga Federated Youths, Hon. Afore Kelvin who highlighted some of the reasons why the resounding decisions were reached noted that, the vacant seat left by Sen. Lawrence Ewrudjakpor, the current Deputy Governor of Bayelsa State is still zoned to Sagbama because of the zoning agreement reached earlier by leaders and stakeholders of Sagbama and Ekeremor. He further said , by the arrangement, Hon. Seriake Dickson when elected will only serve one term to complete the Senator Ewrudjakpor tenure and thereafter the Ekeremor LGA will produce the next Senator.

Hon. Ebilade Ekerefe who buttressed on why the decision was reached noted that, former Governor Dickson has represented them well previously as a member of the House of Representatives before his election and re-election as Governor of Bayelsa State, so giving him the senatorial seat to represent them will be an opportunity for him to consolidate on the achievements already made in his senatorial district.

The various youth presidents pointed out his laudable land mark achievements in infrastructure to include the Sagbama/Ekeremor Senatorial Road, building of referral hospitals in Ekeremor, Boarding schools with free scholarships for indigent students, appointment of several people of Peretorugbene Community into various political and leadership positions.

N78.9Bn Refund To Rivers: Eze Commends Buhari For Showing Maturity In Leadership, Being True To All

0

... Tasks Wike, Jonathan to apologise to Amaechi for victimizing him, frustrating release of the funds in the past
… Charges Wike to be responsible with spending the refund
… Lists Amaechi’s projects that warranted the refund.

The announcement of the refund of a whooping N78.9 billion to the Rivers State government by the President Mohammadu Buhari led Federal Government has continued to attract sharp misgivings and commendations from people of goodwill.

Reacting to the development, a chieftain of the All Progressives Congress and former National Publicity Secretary of the defunct New People’s Democratic Party (nPDP), Chief Eze Chukwuemeka Eze described the refund as a sincere and patriotic display, evidencing the undisputed commitment of President Mohammadu Buhari and the APC towards the development of states’ economies.

In a statement made available to media houses, the party chief said the fund was released as a reimbursement for several federal road projects executed by the Transportation Minister, Rt. Hon. Dr. Chibuike Rotimi Amaechi, when he held sway as the executive governor of the South-South state.

Commending the President for his magnanimity and kind gesture, Chief Eze accused former President Goodluck Jonathan of defiling and frustrating all efforts by the then Chibuike Amaechi led state government to get a refund for all FG projects executed in the state under his watch.

Had former Gov. Amaechi got a refund then, Eze said it would have translated into further development in other critical sectors of the state’s economy.

“This was the fund Amaechi sought for approval from the then administration of Dr. Jonathan Goodluck, a son of Niger Delta, but was denied through the very satanic influence of a misguided Nyesom Wike, then Junior Minster of Education and to the detriment of Rivers people”.

Eze recalled with nostalgia the wicked conditions that the erstwhile President, Dr. Jonathan Goodluck gave to Amaechi if he is to release the funds, “Jonathan asked Amaechi to work with him in 2015 and in return Amaechi will get this refund and he will give him the freedom to choose his successor but Amaechi refused which resulted to him been hoarded like an animal by their misguided gang.

Eze recalled that Wike on assumption of office as governor, shouted himself hoarse that he met an empty treasury not minding the billions of Naira Amaechi left before leaving office, and in order for Wike to justify his one item agenda which was “destroy Amaechi” and make him ineligible for any political office in Nigeria, he set up the Justice Omereji Panel of Inquiry to probe the administration of Amaechi with a predetermined agenda, “Find Amaechi Guilty”, but the God of Amaechi disgraced them as the Panel couldn’t find Amaechi culpable.

The fund that was declared missing according to Wike, is the same fund that Rt. Hon. Amaechi, as a member of the Federal Executive Council has sanctioned to be released to the coffers of the Rivers State Government. Recall that Chibuike Amaechi was part of the inter ministerial committee set up to investigate the authenticity of claims of executed FG projects for which refunds were sought.

Eze said Rivers people and Nigerians can now see for themselves who is a better leader between Wike, who frustrated the refund and Rotimi Amaechi, who aided the reimbursement.

Eze counselled Governor Nyesom Wike and erstwhile President of Nigeria, Dr. Jonathan Goodluck, to formally apologise to Amaechi, who they humiliated and abused because of his commitment to the best interest of Rivers people.

The party chief commended President Muhmmadu Buhari for the timely reimbursement regardless of Gov. Wike’s serial insults on the APC led Federal Government and humiliation of APC members in this State.

By this singular act, Chief Eze said the President has shown maturity as a statesman and a true leader of a united Nigeria.

While urging the governor not to see the fund as an a avenue for reckless spending as his custom is, he counselled Wike to reinvest the money into reviving the over 300 model primary health centres, 350 model state of the arts Primary schools and 24 international standard secondary schools built by Amaechi as well as most of the roads scattered all over the State screaming for attention. He should use part of the funds to pay Pensioners their dues which he has refused to pay for reasons only known to him. Salaries of Civil Servants in the State should be settled within the next one week, Eze reiterated.

He equally tasked the governor to be weary of the huge number of job loss his clueless administration has caused Rivers people and tasked him to seek counsel on job creation. He said a reasonable percentage of the refund should be channeled to building factories, mills and industries, stressing that thousands of jobs can be created from such initiative.

Eze counselled Wike to go back to his mentor and benefactor,. Chibuike Amaechi, and learn a little bit of arts of governance to avoid further embarrassing excuses for failing to deliver on his duties, averring that with a whooping N78.9b, Rivers people will no longer entertain any flimsy excuses to justify his failures.

Eze averred that some of the projects executed by the Odili’s and Amaechi’s administrations inspected were the over 41.26 kilometre dualisation of the Airport-Isiokpo-Elele/Omerelu road, the reconstruction of Ikwerre road from Education to Agip flyover junction, construction of flyover at Agip-Rumueme-Abacha roundabout and the construction of flyover on East-west road at Obiri-Ikwerre, with rotary turning and service lanes. Other projects inspected include – Eleme junction flyover and interchange and Ada George road phases one and two.

The party chief said three roads and three flyover bridges including the beautiful Obiri-Ikwerre boulevard constructed by Rotimi Amaechi were the six projects that attracted the refund.

Eze appealed to members of the APC who have suffered humiliation and neglect this past five years not to see the gesture by the Buhari led adminstration that we collectively suffered to install, as a means of empowering a man whose destructive character has harmed and caused us pains through injuries, lost of limbs, and even lives of loved ones, but a means through which the Federal Government has vindicated our Leader, that he never embezzled Rivers funds as alleged by Wike who tried in vain to paint him black and to rub him in the mud.

“We should also see this action as a demonstration by this administration of her commitment towards the rapid development of our dear State. I am convinced that within the next few months, President Muhammadu Buhari will consider alleviating our sufferings and appreciate us for the huge risk and humiliation we have suffered in enthroning his administration and so I plead with us all to be a bit more patient, as God will not allow our sufferings to continue unattended”.

Eze maintained that the efforts to erase the uncommon feats of Amaechi in the construction of modern Rivers State notwithstanding, Amaechi has remained a hero so far as governance is concerned in Rivers State and Nigeria at large

He said his legacies span across all sectors including Transportation – first monorail project in the sub-saharan Africa; building a new city – the Greater Port Harcourt City which houses several key projects such as the over 40, 000 capacity Adokiye Amiesimaka Stadium which is part of the facilities in the ultra modern games village, second to none in in the whole of Africa.

Amaechi is an enigma, a hero that will surely be celebrated one of these days no matter the odds and efforts of some undemocratic agents in Nigeria, Eze concluded.

Coronavirus And The Adversity Of The Asymptomatic

By Bala Ibrahim

In Nigeria, the Federal Government has issued guidelines on the implementation of the phased and gradual easing of the lockdown, wherein the public is given general health and safety information, guidance to states and security agencies, and a description of the types of activities allowed under the arrangement. According to the SGF, Mr. Boss Mustapha, the President has approved the implementation over the next four weeks, spanning 2nd – 29th June, 2020. For a country that is the most populous in Africa, and one that has almost gone into an economic knock down due to the lockdown, permitting free movement would be received by the society as a big breather. But how safe is the society?

Last week, according to released records from the NCDC, the country has recorded over 10,000 cases of the virus, with 20 out of the 774 LGAs in the country, accounting for 60% of the casualty figures. PMB ordered the lockdown of Lagos and Abuja, when the country had less than150 active confirmed cases, but is now ready to release the people, at a time the country is recording cases in tens of thousands. How safe is the society?

Although the government said places of worship would only be permitted to operate under regulations, there would be full opening for the financial sector, with banks allowed to operate with more working hours five days a week. This means full public interactions in some places, under the expectation that they would ensure the observance of all the protocols, particularly social distancing and the wearing of face masks. Temperature control measures would be put in place to restrict those manifesting symptoms of the disease. Good. But what about the asymptomatic, who don’t show symptoms of the disease? Has the government entered into any covenance with the virus on these patients? If not, then how safe is the society?

According to medics, when someone has the common symptoms associated with a disease or condition, they are considered symptomatic. On the other hand, when a disease exists without noticeable symptoms, the person is asymptomatic. This means, if you are asymptomatic, you don’t show any signs of being sick. Therefore, the asymptomatic is referred to as a patient who has been exposed to an illness or is sick but doesn’t have any symptoms. Since thermometers cannot detect the asymptomatic, is it safe for people to mingle freely with such patients around?

Results from many tests, showed that those who are asymptomatic appear to have the same viral load as the symptomatic patients. The implication of this is that, whether or not the person shows symptoms, he or she carries the same amount of virus inside him or her. This means transmission can continue from both the symptomatic and asymptomatic, all of whom are now free to visit the banks and places of worship.

Because of the peculiar behavior of this virus, community spread is much more easy. Medics say with other viruses, one becomes contagious only when he has the symptoms, but the reverse is possible with Covid-19, thereby making it much harder to contain. Then how safe is the society?

The issue even becomes more distressing when we take into account the words of caution from Dr. Aliyu Sani, the PTF National Coordinator on Covid-19, wherein he advised those above the age of 50years, to avoid public places, saying, “first, when we look at the death rate for persons who have died from Covid-19 in Nigeria, the case fatality rate; more than half of those that died were above the age of 50. Secondly, the case fatality rate if you are above the age of 50, is 17 per cent. If you are above the age of 55, it is 18 per cent. It is almost a one in five chances of dying if you catch COVID-19 and you fall within that group. Worshippers should be reminded not to attend in person if experiencing common symptoms of Covid-19, including fever, cough and shortness of breath or have had close contact with an infected person in the last 14 days. All worshippers noted to have temperature or are symptomatic should be turned back and not allowed admission”. The question now is, what is the fate of other worshippers in the midst of the asymptomatic worshippers? With the new freedom of movement, how would you know if you’ve had contact with the asymptomatic in the last 14 days? Is the society safe?

Like many countries of the world, Nigeria is still kneeling on bended knees as far as the effect of the Coronavirus is concerned. Every country is chocking with the pain of the pandemic, because the virus is yet to be contained. The search for a near perfect code of public safety is still a challenge.

However, whatever may be the shortcomings of the social distancing protocol, and the crisis occasioned by the dilemma of moving in the midst of the asymptomatic, they have come with a desirable sense of sanity and a helpful matrimonial moral etiquette, particularly the warning that people should be wary of who they hug and kiss outside, as some may be asymptomatic patients on parole.

How Dangiwa’s Letter Missed The Point

0

By Salisu Dambatta

In a country where the views of high profile individuals who have free access to the media can gain currency through widespread exposure, it is possible for those individuals to use that opportunity for the good of the society or otherwise.

It is in this context that I will express my perspective as a fellow citizen on the recent letter by the Kebbi state-born former Colonel of the Nigerian Army, Abubakar Dangiwa Umar, which mainly focused on alleged lopsided appointments by President Muhammadu Buhari in favour of the “North.”

Many readers may recall that, although Abubakar Dangiwa Umar was not one of the three officers that accosted Major-General Muhammadu Buhari during his ouster as Head of State, he benefitted from the coup when he was sent to Kaduna state as a military governor. To remain in the good book of those who sent him to Kaduna, he had to fall into line and behave as an adversary to Muhammadu Buhari, probably for life.

This is the root of his excessive anti-Buhari obsession, which has permanently blinded his mind from seeing anything good in the leadership role of his former Commander-in-Chief.

In continuation of that blind contempt for everything about Muhammadu Buhari, Col Abubakar Dangiwa Umar was most rabid in opposing Buhari’s presidential candidature. To his credit, he was consistent in his attempt to stop what turned out to be a divine destiny for Muhammadu Buhari. He was twice elected president of the Federal Republic of Nigeria

Driven by the frustration of the failure to stop a Buhari presidency, it is not surprising to observers that, the retired army officer is now, albeit falsely, accusing Buhari and his administration of favouring the North to the detriment of other parts of the federation in making appointments in his government. Dangiwa’s aim is probably to sow the seeds of discord and precipitate some political instability in a country where fault-lines can easily be converted into emotive triggers of violence.

The Dangiwa trick failed to achieve its goal. People are not so gullible these days. And within hours of his false allegations, a reputable newspaper researched and came out with a detailed data on the appointments made by President Muhammadu Buhari so far. That effort exposed the wrong, actually, false and misleading claims, made by the retired officer, who once said he could go into battle blindfolded. In this instance, he went into writing a letter blindfolded. It failed.

The figures reported by the newspaper showed that the three geopolitical zones in the South have a combined 54.2% of appointees, while the three zones in the North, have 45.8% as at the time he wrote his half-baked missive.

At a point in the letter to the President, he expressed his wish for Nigeria thus: “your skewed appointments into the offices of the Federal Government, favouring some and frustrating others, shall bring ruin and destruction to this nation.” God forbid.

He cited the appointment of the only two Service Chiefs from the North, for the Army and the Airforce, as bad for Nigeria simply because they are Northerners. His letter was silent on the fact that the Chief of Defence Staff, the boss of all the service Chiefs, and the Chief of the Naval Staff, are of southern origin.

Had it been Dangiwa is practically committed to promoting the interest of the people of the North, his focus should have been on sympathizing with the victims of banditry in the North West, the devastating damage caused by the Boko Haram in the North East and the sundry crimes that cause sleepless nights in the North Central, which were inherited by the Buhari administration. Beyond that, as a trained security personnel, he should have offered ideas on how to solve these problems speedily.

However, it is evident that, the plight of the people in the three political zones in the North is of no concern to him. He neither has feeling nor empathy for them. No time to even think about them or consider their lot as worthy of his attention, thus his letter missed the most relevant points.

He ignored the effort the government is making and the sacrifices of the troops battling the criminals, probably because he does not want to give credit to the administration of President Muhammadu Buhari and the Service Chiefs whose role in tackling the criminals is obvious.

His letter missed another point by failing to pay attention to the contemporary issue of COVID-19, and the effect it has on the country in general and the North he pretends to care for, in particular.

I heard that because he rarely travels to Kebbi state, Dangiwa Umar is only vaguely aware of the contribution of rice farmers in the state to the rice revolution that pervades Nigeria.

Hatchet Job By Col Dangiwa Umar And The Guardian,  Not Coincidental

0

By Musa Ilallah

It is public knowledge that the editorial of The Guardian of Tuesday,  2 June 2020 titled ‘Buhari and his federal character virus’  and the open letter to President Buhari titled ‘President Buhari should belong to all of us’ – Col Dangiwa, all firing bullets unjustly at PMB were not in any way coincidental.

For me, they are planned well ahead as part of a grand plan by all haters of Buhari for self centred, myopic, parochial sentiments to discredit PMB  in the eyes of his supporters across the length and breadth of the country.

For most Nigerians who know Col Dangiwa and his antecedents very well, it’s  not suprising that he has been consistent in attacking President Buhari in recent times. His hatred began in 1985 when he led a team of dissident soldiers under the direction and support of their master, a firmer military head of state to topple the military government of General Muhammadu Buhari.

Since then, they have  continued to gang up and wage relentless war against him. Col. Abubakar Dangiwa Umar is part of it.

As a politician, they opposed Buhari, denied him victory, just as they did for Chief MKO Abiola.

Overtime, Nigerians saw through their misdeeds. A time came when they lost the capacity to deny him victory.

As President, he has been unravelling their network, cutting their illegitimate access to sources of power and wealth which  they monopolized previously.

Now pushed to the wall, they are fighting back by inciting the citizens at a time people are suffering from the fear of COVID-19 and the pains of a protective lockdown. They saw this as a good time to strike and ignite mass dissatisfaction and rebellion against the peoples  government.

Their allies in the Nigerian media space,  notably The Punch, The Guardian and a host of others spread across the print, electronic and social media are playing it up in trust on their behalf.

Most responsible Nigerians see Col Dangiwa and his accomplices as nothing but ‘hate metchants’ who are by hook or crook, hell bent on discrediting President Buhari as a person and his adminstration. Nothing more or less.

In its response to Col Dangiwa, The Buhari Media Organisation, BMO debunked insinuations that President Muhammadu Buhari is a sectional leader while advising Nigerians to be wary of fake news merchants and mischievous individuals and groups.

In a statement.issued in Abuja,  BMO noted that the President has been taking deliberate and necessary steps to achieve regional and ethnic balance in his appointments since 2015 adding that

“We are surprised that Col  Dangiwa had ‘fallen for the antics of purveyors of fake news hell bent on painting the President bad.’

BMO recalls that “these slimy characters are the same people who were part of a scheme cooked up by a British firm Cambridge Analytical, which was confirmed to have been paid £2m by an unnamed billionaire sympathetic to the PDP in the run-up to the 2015 Presidential elections to, among other things, present the then-candidate Muhammadu Buhari as a sectional leader.”

“For the avoidance of doubt, Presidential source while reacting to Dangiwa’s letter which focused on all political appointees including heads of parastatals and Presidential aides showing that the North had a 51% share of appointments in MDAs to the South’s 49% while 52.4% of Presidential aides were from the South compared to 47.6% from the North.”

It is therefore not in doubt that the Presidency has said times without number that just like in his first term in office, President Buhari would also be guided by the principles of equity and fairness in his appointments during his second term.

This is not to convince anyone but to buttress the facts we have always insisted on but which hate merchants refused to acknowledge.

If the contents of classified records were anything to go by, the perception that President Muhammadu Buhari’s political appointments have unduly favoured the Northern part of the country is not supported by facts but mrre sentiments.

The classified documents which Daily Trust newspaper of June 1 this year quoted, contain all high profile political appointments made since Buhari came to power in 2015 show that the appointments have been largely balanced with the President’s North-West zone among the zones holding the shorter end of the stick.

Records show that South gets 52.4% while the North gets  47.6% of PMB’s appointments so  far. These appointments marginally tilt the balance in favour of the South.

A reliable source who refused to be named said: “The President has been severely criticised for so-called lopsided appointments in favour of the North, but the facts hardly support this view.”

Fortunately for Nigeria but  unfortunately for the errand boy of coup executors of yore, Nigerians no longer take the Dangiwas, Buba  Galadimas, Femi Fani Kayodes, Ango Abdullahis if this world’s views seriously. The elements of sincerity and patriotism, have evaporated into the thin atmospheric air from their utterances of open hatred for PMB.

It is a fact that  President Buhari does all that is necessary and deliberately so to achieve regional and ethnic balance in his appointments.

He does not tilt to his place. It is common belief now that  Col Dangiwa has been spending too much time digesting fake news infested with a false narrative.

As a matter of fact, the double standards that characterise Dangiwa’s life is in sharp contrast to the radical posture he has been potraying himself to be. He is not a radical crusader but rather he is an opportunistic noise maker out to make a fortune.

It is on record that Dangiwa never for once criticized Former President Goodluck Jonathan during his tenure despite the glaring corruption, ineptitude, nepotism, mis governance, insecurity etc that bedevilled his adminstration because of pecuniary gains.

Nigerians must resist the narratives of divisiveness such as this. In the words of the BMO,  “We are a united people, and the Col Dangiwas of this world must not be allowed to sell their packages of division among us.”

Dangiwa’s open letter to PMB should be dismissed with a wave of the hand simply because it is not well intended to guide the government but to ridicule it unjustly with all its visible intentions.

Not too suprising is the editorial of The Guardian which came down on PMB and his government, further supporting the claim by Dangiwa on appointments in the national government.

According to the paper, which used to be the flagship of Nigerian journalism until recently,  ‘the federal system has been bastardised such that most of Buhari’s appointments had no recourse to either equitable  distribution or merit’. Nothing can be further from the truth than this.

The Guardian has totally thrown to the dogs all decency and decorum as provided for in Nigeria’s 1999  constitution as amended of being an unbiased  umpire to one that had sided with the opposition to cast aspersions on PMB and his government for no reason other than selfish political interests.

It’s very sad that The Guardian has descended so low to become an appendage of the PDP for pecuniary gains in return for doing their biding.

To say the least, The Guardian has lost its prestige in the eyes of the Nigerian public. They have compromised their initial status as a fearless, truthful and unbiased medium that its publishers set out for it.

For Nigerians, no matter the campaign of calumny and hatred, their love for PMB and his government is unwavering, unshaken. For them its not Buhari and his virus but its The Guardian, Dangiwa and their likes that are the virus afflicting the country.

This hatchet job by Dangiwa, The Guardian and co have hit the rocks again like they have done so in the past and will do so in the future. They better give up for their devilish plans against Nigeria and Nigerians, own up to their crimes and ask fir forgiveness.

Oyo Govt Inaugurates Committee On Proper Management Of Deceased Persons

0

……as State launches new ambulances to deal with emergency cases

Oyo State Government has inaugurated a twenty-man committee saddled with the responsibility of ensuring proper management of deceased persons in the state.

The committee, which made up of professionals and stakeholders from various sectors and drawn across geopolitical zone of the state, is expected to look into issues that could affect the dignity of deceased citizens.
Also,to ensure that communities in the state are safe from hazards relating to improper disposition of dead bodies in the society.

In a related development, the state government equally commissioned ten new standard ambulances as part of measures to strengthen health sector, eliminate any form of hinderances that could arise while dealing with emergency cases in the state.

The Secretary to Oyo State Government, Mrs. Olubamiwo Adeosun, while speaking at the inauguration ceremony held at the conference room, Ministry of Health, Secretariat, Ibadan, said the initiative would embrace appropriate management of the dead and assist in achieving harmony between the bereaved family and the community at large.
Adeosun, who also commissioned the ambulances shortly after the inauguration of the committee on behalf of the government, disclosed that the committee would articulate necessary policies, processes, which are in line with international practices to the management of deceased citizens of the state.
According to her, the government will operationalise Oyo State corona law 2018 accordingly, and pay attention to public education on death management , contemporary burial methods and all other aspects of management of dead persons.
“In this COVID-19 era and beyond, the MOTD committee will ensure that utmost dignity and proper respect are accorded to victims of disease outbreaks. The families and communities will be treated in a professional approach to avoid any type or kind of stigmatization,” Adeosun said.

She, however, noted further that the government would not deviate from the path of progressive and innovative policies that would address the need of the people of the state.
The Commissioner for Health, Dr Bashir Bello, while speaking at the event, hinted that the arrangement would enable the family of the departed souls have access to whatever the deceased left behind through the support of the state government.

The dead will have their full honour, value and their relatives will equally have legal access to their inheritances, if everything is properly documented and there are no legal frauds.”
The Chairman, Oyo State Dead Management Committee, Consultant Forensic Pathologist, University College Hospital, Ibadan, Dr. Uwom Eze, while speaking with journalists shortly after the inauguration, frowned at the discontinuity of care on part of the dead.
He hinted that the committee would work together with relevant agencies, ministries and stakeholders to ensure best death management practices in the state.

COVID-19: Oyo Activates Community Testing Sites In Lagelu, Oluyole, One Other

testing, treatment is free of charge, says Information Commissioner

The Oyo State Task on COVID-19, on Wednesday, activated three sites for COVID-19 samples’ collection in different communities within the Ibadan metropolis.

The Task Force stated that the community testing initiative was intended to test about 10,000 samples across the state.

The state’s Commissioner for Information, Culture and Tourism and chairman of the media and sensitization committee of the Task Force, Dr. Wasiu Olatubosun, kicked off the community testing drive at the Alegongo Primary School, Lagelu West LCDA, Ibadan.

A statement signed by the Chief Press Secretary to Governor Seyi Makinde, Mr. Taiwo Adisa, indicated that two other samples’ collection sites in Olomi Primary School, beside Adaramagbo Primary Health Centre and Agbogbon CHC, began testing on Wednesday.

While speaking at the kick off of the community testing drive, Olatubosun said the Governor Makinde administration believes that the health of the citizenry is paramount and that it would pursue the commitment to the sound health of the citizenry with vigour.
Olatubosun, who maintained that the community testing is free of charge, encouraged people from all the communities to come out and get themselves tested whenever the team moved to their communities, noting that whoever tested positive would be taken care of by the state government.

He said “Concerning the issue of payment, this is an emergency period. We are not contemplating making people pay at all. We are treating this as an emergency. No amount spent on this is a waste. No matter how expensive this programme is, we believe the citizenry will contribute meaningfully to the productivity of the state and, invariably, increase the Gross Domestic Product of the state when they are healthy. And by so doing, it will improve the economy of the state further. That is why we are doing everything possible to make sure that the people have access to medical care, most especially anything that has to do with the issue of COVID-19 in the state.

“All those people that present themselves for testing will get it free of charge. That is our stand.

“We started with selective testing and later moved on to Drive-Through/Walk-Through testing Adamasingba, where we asked people to drive in and test. But we are reaching a stage where we have to go to the community and that is why we are decentralizing testing, which we call community testing. So, we are now moving to communities, local governments where we have encouraged people from all the communities to come out and get themselves tested. Those people who test positive will be taken care of by the government.

“The essence of this is that we cannot sit down somewhere and be assessing people. In figures, you will realise that Oyo State is rated 4th or 5th but we have tested far more than many states. There are some states that have not tested up to 1,000 and they have number of cases close to Oyo’s. We are doing this for us to have adequate and exact data to work with in Oyo State and arrest the spread of the virus from the community level.”

The Incident Manager of the state’s Emergency Operations Centre (EOC), Dr. Taiwo Ladipo, said that the community testing drive was Oyo State COVID-19 Task Force’s response to the rising number of cases, noting that 10 facilities across 10 local governments will be activated in the first round of community testing.

“We have 10 facilities that are opening up now and this is one of them. Those facilities are across the state. So, we want to use that to be able to get the numbers and be sure that we have enough tests done to make decisions and see how best to follow through with our interventions as it is right now.

“We have 10 facilities across 10 LGAs. Ibadan South East, Ibadan Oluyole and Lagelu are starting today. We will be having Jericho and Ibadan North joining in on Friday. Next Monday, we will have Itesiwaju, Oyo and Ogbomosho. And next Wednesday, Ibarapa North and Saki will be on board. With that, we hope that we will have the spread across the state and should be make informed decision from there. We are targeting 10,000 people.”

The caretaker chairman of Lagelu West LCDA, Mr. Kazeem Gbadamosi Adeyemo, appreciated the governor for kicking off the community testing drive in his domain, urging residents to come out and get tested.

NNPC To Unveil COVID-19 Contacts-Tracing App

… Deploys Online Petroleum Products Procurement Solutions

In line with the Transparency, Accountability and Performance Excellence (TAPE) agenda of the present Leadership of the Nigerian National Petroleum Corporation (NNPC), and the commitment to continually deploy Information and Communications Technology (ICT) for the purposes of operational efficiency and accountability within the corporation’s system, the National Oil Company has developed a contacts-tracing software application that would be deployed in all its locations across the country.

A release today in Abuja by NNPC Group General Manager, Group Public Affairs Division, Dr. Kennie Obateru, quoted the corporation’s Group General Manager, Information Technology Division (ITD), Danladi Inuwa, as saying that the novel app was part of the NNPC’s sectoral contribution to curb the spread of the pandemic within its formations and Ministries, departments and agencies of the government.

“The Contacts-Tracing Solution is ready to be deployed, all the technical testing have been done and the solution is ready to go live. Everywhere you go around NNPC locations would be covered by this novel application which would reveal all information about persons visiting any official and should there be any medical challenge, the NNPC Medical would be able to track from the information at the data base all the contacts and advise properly,” Inuwa averred.

He said the application could also be used by members of staff of the corporation to document their private visitors at their homes, stressing that the novel application would enable the workforce to adjust adequately to the ‘new normal’ way of living to minimize the spread of the disease.

The IT expert stated that in order to minimize human contacts in business transactions at the Petroleum Products Marketing Company (PPMC), a Downstream subsidiary of NNPC, in the face of COVID-19, the corporation has also deployed a Sales and Distribution application in the Oil and Gas Secondary Model Portal that would enable marketers buy petroleum products online.

He said the application, known as the Customer Express, would also enable marketers to register, validate and revalidate their Bulk Purchase Agreements online within a week, adding that the portal provides a dashboard that enables the corporation to track every molecule of products being imported, transported and sold at every given time.

“The Portal shows what product is in transit in terms of volume, what quantity is in the jetty, what volume has gone into the pipelines, what quantity has gone into NNPC depots, private depots and refinery depots. So, we have accurate accounting of every molecule of products that we have in our system,” Inuwa disclosed.

The NNPC ITD head said already, the members of Major Marketers Association of Nigeria (MOMAN) are now purchasing products online seamlessly while the Independent Petroleum Marketers Association of Nigeria (IPMAN), Depot and Petroleum Marketers Association of Nigeria (DAPMAN) and other relevant Downstream stakeholders are expected to start transacting business on the platform soon.

He stated that an application that can show the volume of stocks in the tanks of all NNPC Retail stations across the country has equally being deployed and the ticketing digitized, affirming that more technological innovations would be deployed in the months ahead.

Inuwa stated that despite the recent lockdown in the country, the NNPC business value chains were not affected as the corporation was well-prepared, adding that the NNPC had over 4,000 virtual meetings, 9.3million minutes of audio time, 6.7million minutes of video time and 2.1million minutes of screen shared times.

He added that the robust IT business continuity plan had enhanced the corporation’s workforce efficiency.
