Without Strengthening And Realigning Through Capacity Building, PSC Oversight Of The Police Would Continue To Be A Paper Tiger – Arase

A one-day capacity building workshop on leadership and decision in crisis and emergencies for Directorate Staff of the Police Service Commission took place today, Thursday, May 23rd, 2024 at Parry Osayande Auditorium, Corporate Headquarters of the Commission in Jabi, Abuja.

According to a press release on Thursday, 23rd May 2024 signed by the PSC Head of Press and Public Relations, Ikechukwu Ani, said that training and retraining programmes in the Commission have become a recurring decimal in the past year which underscores its importance in repositioning the Commission for greater efficiency and effectiveness in delivering on its mandate.

The Chairman of the Commission, Dr. Solomon Arase, CFR, retired Inspector General of Police in his opening remarks at the training workshop said the training programmes aggregate in no mean measure in impacting positively on the Commission towards optimal functionality and improved service delivery to the people of Nigeria.

Dr. Arase whose paper was presented by Dr. Ogbonna Nwota, an Assistant Commissioner of Police and his Special Assistant, declared that the duty of effective oversight of the Police ” will remain a paper tiger if the Commission (amongst other factors) is not strengthened and repositioned through capacity building training programmes that will enhance the knowledge of the Staff on their core mandate”.

Dr. Arase noted that decision-making as a leader is an imperative call to duty which demands emotional intelligence, critical thinking and a deep understanding of professional guidelines and statutory provisions. According to him “This goes to say that decision-making in crisis and situations of emergency requires greater understanding and appreciation of the situation at hand, tact, carefulness, caution and high sense of rationality ” adding that “this underscores the imperativeness and importance of the workshop..emphasising the need for continuity in excellent service delivery to our dear country”.

The PSC Chairman observed that the dynamic nature of modern society will continue to confront the Nigeria Police Force and the Commission in the performance of their respective duties and establish the intellectual climate within which the Police must operate and the importance of oversight and accountability in Policing.

The new dimensions for Policing and oversight, “therefore create an ethical leadership challenge which requires effective leadership skills for the 21st Century managers in the security sector”.

Arase told the workshop that leadership competency is the ability to do things rather than feel things, adding that the objective measurement standard is based on observable behaviour and demonstrated knowledge acquisition rather than an attempt to measure subjective human emotions “.

The Chairman said although successes recorded in the past year will be attributable to the current leadership of the Commission that saw the need for a paradigm shift in the approach to duty through training and retraining of Staff, “it is however impossible to divorce these giant strides from the efforts, commitment, cooperation and understanding of the Staff”.

The one-day training workshop was organised by Royal Bull Consulting in collaboration with Zenith Bank.
